Park Regency Welfare Society (PRWS) stands united to represent the voices of hundreds of affected families whose lives were disrupted due to delays, legal complications, and a lack of accountability.

These are the key individuals, developers, and authorities responsible for the distress, trauma, and financial suffering endured by hundreds of families who believed in their promises. People invested not just money, but their entire life savings, dreams, and trust in a project that assured a secure, dignified home and a better future. Instead, what they received was a decade of uncertainty, legal battles, and emotional turmoil. The homes were never delivered, the money remains stuck, and no one has stepped forward to take responsibility. Despite repeated follow-ups, legal efforts, and appeals, there has been no transparency about where the funds have gone, nor any accountability from those in charge. The struggle faced by these homebuyers is very real, and the silence from those responsible only adds to the pain. We demand answers, action, and justice — through transparency, government intervention, and rightful compensation or delivery of what was promised.
A Timeline of Trauma…

What began as the hope of a better life — a home to call our own — slowly unravelled into a long, painful saga of broken promises, legal chaos, and emotional devastation. The horrifying events that unfolded over the years are not just stories of delayed construction or financial loss — they are stories of shattered trust, of sleepless nights, of aging parents and growing children waiting for a roof that was never delivered.
This is more than a housing dispute. It’s a humanitarian crisis hidden in plain sight.

2011 – 2016
The Dream Sold
- 2011: Adarsh Build Estate Ltd (ABL), in partnership with Madhu Chordia (landowner, wife of Vinay Chordia), launched “Park Regency – Rajasthan’s First Sports City”. It promised 924 premium flats across 7 towers (A–G), with world-class sports amenities: tennis courts, swimming pools, squash court, golf zones, clubhouse, and more. Buyers invested based on these dreams, visuals, and brochures.
- 2013: A developer agreement (25/04/2013) was signed between ABL and Madhu Chordia, establishing project delivery timelines (3 years + 6 months grace after JDA approval). Madhu appointed her husband, Vinay Chordia, as Power of Attorney (6/12/2013), wherein it was nowhere mentioned in Tri-Party Agreement. Tri-party agreements were executed between ABL, Madhu Chordia, and the homebuyers. Bookings and payments began, some as early as 2011.
- 2016: Despite the project’s promised completion, construction remained incomplete. Conflicts emerged between ABL and the Chordia Group over funds, delaying the handover. More than 400+ flats were sold, and over ₹140 crore was invested by buyers including Government Taxes (Approx. 20+ cr) like Service Tax/GST/etc..

2016 – 2019
The Deception Unfolds
- 2017: With RERA coming into force, ABL applied for approval — but modified the entire project. They:
- Reduced the number of flats from 924 to 626
- Removed “Sports City” branding and renamed it to “Park Regency Luxury Apartments”
- Removed key amenities and altered the project map
- Changed the project layout without informing buyers, betraying the original concept
- 2018: Investors began receiving notices of a dispute between ABL and Chordia Group. The project came to a complete halt, yet demands for payment continued. The trust eroded, but legal clarity remained missing.
- 2019: The Enforcement Directorate (ED) intervened. Based on statements from Vinay Chordia and ABL, ED provisionally attached the project. However, buyers allege false and misleading statements were made to ED, causing a premature and improper attachment. This led to a legal deadlock, freezing the entire project and devastating over 600 families who had invested in good faith.

2019 – Present
The Legal Labyrinth
- 2019–2020:
- A Civil Writ was filed in Rajasthan High Court (WPC No. 20071/2019)
- RWA (Park Regency Welfare Society) filed intervention petitions in PMLA Tribunal
- ED confirmed the attachment on 31.03.2020
- 2020–2022:
- Multiple appeals were filed at the Appellate Tribunal and PMLA
- Rajasthan High Court dismissed writs (2022), advising buyers to approach ED/PMLA for remedies
- No flats delivered, despite nearly a decade of waiting
- 2023–2024:
- Fresh interventions were filed by RWA in CBI Court III, Jaipur
- On 9 Oct 2024, the PMLA Tribunal stated:
“Appellants may get their rights crystallized by appropriate remedies and approach the ED for release of property based on registered sale deeds.” - Buyers are still fighting to get either their homes or their hard-earned money returned

The Present Reality (2025):
- 600+ buyers remain without possession
- Many continue to pay EMIs without owning a home
- Multiple buyers have passed away without justice
- Some project structures are deteriorating, posing safety risks
- The principal accused — Madhu Chordia, Vinay Chordia, and ABL directors — walk free, despite being at the centre of a ₹140 crore+ buyer investment crisis
- Madhu Chordia broke the trust and Tri Party Agreement and took 57.7 Crores from this project. This statement was given by her husband Vinay Chordia.
- Using investors hard earned money, Chordia’s made more than 100 crores Rupees.

Park Regency Welfare Society (PRWS) is a registered, non-profit collective of homebuyers who invested in the Park Regency housing project in Jaipur with the hope of securing a peaceful, dignified life. What was promised to us in 2011 as “Rajasthan’s First Sports City” with modern amenities and timely possession, turned into a prolonged and painful journey of deceit, delay, and distress.
Over 600 families, including elderly citizens, women, and children, are still waiting for their homes. Many continue to pay EMIs for flats they never received. Some have lost their life savings. Others have passed away without ever seeing justice.
Formed in 2019, PRWS is the unified voice of these victims — committed to seeking legal justice, regulatory intervention, and public awareness. We represent the interests of every flat owner who trusted the vision shown by the developers, only to be betrayed by broken promises, illegal changes to the project plan, and a decade-long deadlock caused by mismanagement, fraud, and legal inaction.

We trusted the system. We believed the promises. We followed every legal and financial process. But in return, we have been met with delays, silence, and denial of responsibility from those who should have been held accountable.
